The U. S. Environmental Protection Agency intends to negotiate sole
source with Object Design, Inc., 25 Mall Road, Burlington, MA 01803 to
provide object-oriented data management for users of Models-3
framework. The unique Models-3 framework has been designed for
modularity and flexibility made possibly by ObjectStore. The
ObjectStore has been ported to platforms which are anticipated to be
utilized by Models-3 users. The data management system must accommodate
the following: (l)Permit EPA to distribute unlimited runtime licenses
for ObjectStore as part of the Models-3 software distribution. These
licenses include compiled, executable software for Models-3 only. There
shall be no limit on number of clients or number of servers or time
frame for distribution. (2) Update and provide telephone support for
ObjectStore as long as the annual support fee of $15,000 is paid. First
year should be waived due to beta test license purchase. (3) Provide
technical assistance as necessary when developers are porting Models-3
to other platforms. (4) Not be responsible for direct telephone
assistance to those with runtime licenses. (5) Provide current code and
updates on ObjectStore for execution on all platforms which are
available and requested by the EPA. (6) Provide technical guidance
(written and voice) on preparation, installation and administration
runtime licenses. Written documentation will be attached, or
incorporated, into Models-3 documentation. The EPA believes that Object
Design, Inc. is the only vendor capable of satisfying the requirements
stated above. All interested parties must respond within 15 days of
this announcement. Interested vendors shall: (l) include information on
the proposed services which clearly supports the requirements outlined
above and; (2) provide itemized pricing that is sufficient to make a
determination that competition is feasible. Submit response to the U.S.
