Annita.L.Wimbish@NOAA.gov. D -- The U.S. Department of Commerce's
International Trade Administration (ITA), wishes to secure the services
for the following: Access to economic forecasts, economic analyses,
computer-based econometric models, econometric software, and
computer-based data to carry out the Department's program requirements.
These requirements, grouped into three broad areas (Data Access,
Forecasting and Analysis, and Econometric Software). Data Access -- The
Department's interest is a wide range of economic data for the United
States and foreign countries that is documented, current, on-line, and
easy to use. Moreover, the Department's interest is in the
availability of that data in machine readable form for off-line use on
other computer systems, including personal computers; Forecasting and
Analysis -- The Department's interest is in the structure of the
econometric models supporting the forecasts, the quality of analysis
used in interpreting the models, and in the quality of the written
analysis. This includes the availability of data series required by the
model, the transparency and explainability of the model assumptions and
structure, and in software that is easily used by econometric
estimation, and model building (models other than those described
above); Econometric Software -- The Department is interested in a
comprehensive system for performing a wide range of statistical
analyses with a user-oriented English-like command language. These
three areas combine all of the related needs of the component
organizations within the Department. Potential offerors should
recognize that while the combined requirements are extensive, no single
organization within DOC will require access to all functions and
services. As one example, some components of the Department will
require access to detailed forecasts of the U.S. domestic economy,
while others may only need projections for broad measures of U.S.
economic activity. As another example, some units will require support
for econometric model and econometric analysts. Other units are
primarily interested in the electronic access to economy data that can
be transferred to other computer systems (predominately personal
computers) for further analysis. Still other units will require only
printed materials. Additionally, the Department requires the offeror to
provide telecommunications that are accessible via existing equipment
owned by DOC, as well as end-user support services. The period of
performance will be from October 1, 1997 -- September 30, 1998. We
anticipate award of a base year and one option year. Your Request for
Quotation (RFQ) can be made by faxing (301) 713-0809 and reference RFQ
TADA7410800008, Attn: Annita L. Wimbish. We anticipate award within
the Simplified Acquisition Threshold of $100,000. No telephone requests
will be honored. (See Note 1) (0233) Loren Data Corp. http://www.ld.com (SYN# 0024 19970825\D-0007.SOL)
