D -- The National Oceanic and Atmospheric Administration (NOAA)'s
National Ocean Service (NOS) intends to negotiate on a sole source
basis for the services of a Computer Information Systems Designer and
Developer on a fixed-price task basis for a period of one year to
provide technical assistance in computer design, software applications,
training, integration and upgrade and program development for the NOS
Assistant Administrator's Science Policy and Analysis Staff. This is a
simplified acquisition and is being conducted under a blanket
delegation of GSA's exclusive procurement authority for FIP Resources.
A single award will be made for this requirement. NOS is responsible
for the health and safety of the U.S. coastal environment and provides
a wide range of products and services for the protection of life,
property and the environment. Based on the Government Performance
Results Act, NOAA/NOS is required to develop annual performance plans
that sets forth annual and management responsibilities for the fiscal
year. NOS uses a computer-based management and information system to
ensure that the performance information provided to NOAA, Department of
Commerce (DOC), Office of Management and Budget (OMB) and Congress is
accurate and consistent. Technical support is needed to incorporate
enhancements to the system; develop and design new reports and
documentation; enhance capabilities of the system and provide training
and technical assistance to users. Applicants must meet the following
requirements: (1) Extensive working knowledge of NOS programs and the
NOAA Strategic planning process; (2) Good procedural knowledge of NOS
annual operating plan development; (3) Advanced FileMaker Pro (3.0)
database design and development experience; (4) Working experience
using a FileMaker Server and cross platform (Macintosh/PC) network; (5)
Experience designing HTML Web pages using the Tango CGI as a World Wide
Web link to the FileMaker Server; (6) Understanding of remote
connection options for accessing the NOS network from field sites; and
(7) the ability to develop and write technical and instructional
documents. Applicants must meet the referenced requirements and will be
further evaluated on experience, education and training. Qualified
