Sources who currently hold, or are qulified for and willing to enter into an Agreement for Boat Repair/Master Ship Repair Agreement DFAR (217.71) prior to award, may submit a bid which shall be considered by this agency. Firms which do not, possess an Agreement for Boat Repair/MasterShip Repair Agreement are ineligible for award unless adequate time exists to permit the Navy to perform an assessment of their MSR application to execute the ABR/MSRA without immpacting the vessel's availability dates.
