J -- INSTALLATION AND MAINTENANCE OF LANDIS AND STAEFA SYSTEM 600 BUILDING AUTOMATION SYSTEM IN BUILDINGS 37, 50 AND THE CLINICAL RESEARCH CENTER (CRC), BETHESDA, MD, NIH SOL 263-97-P(CP)-0253 POC Olga D'Onofrio, Contracting Officer, (301) 435-4322 It is the intent of the National Institutes of Health to award a sole source contract to Landis and Staefa, Inc. to provide the following services in Buildings #37, #50 and the hospital addition, known as the Clinical Research Center (CRC): design, engineer, program (including software graphics creation for each building system installed) furnish and install all Landis & Staefa hardware and connect to existing Landis & Staefa System 600. The contractor will provide training on the expanded systems installed to the existing Landis & Staefa System 600. The newly installed Landis & Staefa systems shall be fully compatible with the existing Landis & Staefa System 600 and Powers Multi-Drop Trunk (PMDT) Network. The Modular Building Controllers (MBCs) shall communicate with the existing Landis & Staefa System 600 computer, alarm printer and Apogee software running on Windows NT operating system. Each facility shall be connected to the existing PMDT Network. EachMBC shall share points with the existing system thereby allowing total communication with all other existing Landis & Staefa 600 PMDT Network MBCs on NIH's BAS network and the building engineer's console and the existing Landis & Staefa System 600 central computer located in the unit's office. Additional computer(s) and/or additional software may not be installed at the engineer's office to meet the existing central computer communication requirements. The operator must be able to access, command and edit all point and program information in the new MBCs from any existing MBC or operator console within the unit. Warranty provisions shall provide technical and operational support with on-call contract personnel responsible for maintenance and operational procedures to include training of NIH personnel for installed DDC Systems and all Insight Software updates. Provide 24 hours a day, seven days a week, 365 days a year unscheduled coverage, in addition to a preventive maintenance schedule, during the warranty period of the newly installed Landis & Staefa equipment.
