wistromww@oro.doe.gov. The U.S. Department of Energy plans to extend
Contract No. DE-AC05-84OR21400 with Lockheed Martin Energy Systems,
Inc. (LMES) until March 31, 2000. The contract currently expires on
March 31, 1998. This extension is for the management of the Y-12 Plant.
The mission of the plant is to support national security programs
through stockpile evaluation and maintenance; stockpile surveillance;
dismantlement; core competency; and nuclear materials management,
storage, and disposition. The Y-12 Plant has been operated by LMES,
formerly Martin Marietta Energy Systems, Inc., from April 1, 1984,
until present. The authority to noncompetitively extend the contract is
based on 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation
6.302-1, which authorizes other than full and open competition when
there is only one source and no other services will satisfy agency
requirements. LMES is the incumbent contractor and is the only source
qualified to perform the required services and continue to meet
established program milestone dates during the extension period before
award of a competitive follow-on contract. The availability of the
