State, Foreign Service Institute (FSI) intends to negotiate and award
a sole source simplified acquisition to Technology Management
Associates, Reston, Virginia, to deliver project management training
classes for Managing Agency Projects (MAP) and Executive Overview to
MAP. Technology Management Associates has developed all the courseware
including the instructor guide, the student manual, the exercises and
the exercise manual, the terminology manual and the software that
complements the program. Courses and Lesson Objectives: A. The course
objectives for the five-day MAP course are (1) explain how inter and
intra-office organization teamwork would lead to better solutions than
those developed by a single organization working alone; (2) given a
complete description of Project Cycle, including the Control Gates to
be accomplished, activities to be performed, and products
(documentation) to be developed, students should be able to identify,
describe and relate the activities performed within each phase of the
project; differentiate between different project types considering
technical complexity and duration; explain the terminology used in the
Project Cycle; Tailor the Project Cycle for different project types
and work environments; (3) given descriptions of the ten elements of
project management and their application during all phases of a project
cycle, students should be able to: Describe the roles and
responsibilities of the Government Project Manager, Project Team and
User in meeting project objectives (technical, schedule and cost);
explain the differences among visibility, status and control); develop
a project organization and control structure for use during planning
and implementation of a specific project; (4) given the techniques
employed in requirements definition and project planning, students
should be able to: identify, define, categorize, prioritize and
finalize projects requirements; develop a Project Plan that defines the
tasks to be performed, assigns organization responsibilities,
established a schedule and quantifies the resources for meeting project
requirements; analyze the Project Plan and requirements to identify
risks and develop alternatives for mitigating risk; identify items
(requirements, design, components) to be controlled and describe
control mechanisms to implement configuration management: B. The course
objectives for the two-day Executive Overview to MAP course are: (1)
describe the Department s project management process; (2) demonstrate
how using the project management methodology can improve business
effectiveness; (3) describe and discuss the role of executive
management in the project management process; (4) explain how to apply
proven and relevant project management planning techniques and tools;
(5) demonstrate a positive attitude towards project management.
Contractor must hold a secret clearance. This simplified acquisition is
subject to availability of 98 funds. This notice if intent is not a
request for competitive quotations. All interested small business
sources responding to this notice must do so no later than September 5,
1997, and include a capability statement addressing all requirements as
listed above. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
