Safety, Health and Environmental Management Division (SHEMD), within
the Office of Administration and Resources Management's Office of
Administration, is soliciting contractor technical support for the
SHEMD Multimedia Laboratory (MML) activities. Technical support under
this proposed time and materials contract will require the development
of multimedia Learning, Information and Performance Support (LIPS)
system products and services based on policies and procedures already
established by the Agency in the areas of safety, health and
environmental management. Technical support will also include the
development of multimedia LIPS products for other subject areas that
are focused on general technological application, regardless of subject
area, that will benefit Government-wide goals of reducing costs and
improving efficiency and/or MML goals of developing new methods that
will have a secondary benefit to the development of future SHEMD
products. The scope of this contract may include the development of any
and all types of technological multimedia applications to improve
performance as conceived under the LIPS concept. Activities may involve
the following: 1) computer-based learning modules and other educational
materials; 2) informational materials such as manuals and searchable
databases; and 3) generic support products such as report generation
programs, coding systems, etc. The contractor shall be responsible for
all phases of the development process including planning, designing,
programming, testing, production, distribution and updating. This
contract may involve the provision of products on a variety of
platforms, including CD-ROM disks, floppy disks, video tapes, audio
tapes, and Internet/Intranet pages. Interested parties should have a
very high level of broad-based expertise in the use of multimedia
applications and technology, including such specific areas as: design
and applied knowledge of computers and peripheral devices; experience
with the full range of software (presentation graphics, CBT authoring,
audio/visual digitization, databases, spreadsheet, and utilities);
extensive knowledge of CD-ROM pre-mastering and mastering; experience
creating and replicating CD-ROM disks; expert knowledge in the design,
set-up and maintenance of Internet/Intranet resources; knowledge of
computer-based training software; experience with instructional design;
and an expert knowledge of the safety, health and environmental
management subject matter. Multimedia activities may also include
working with the staff and products of other Federal Agencies, as well
as other public and private sector representatives, to develop a
variety of multimedia products. This contract will be openly competed.
The Agency will evaluate proposals and select a contractor based on
consideration of the offeror's ability to design and produce multimedia
technical applications; itsability to provide quality personnel with
knowledge of multimedia applications development, computers, and the
SHEM subject area; its past performance history, including evidence of
recognition within the multimedia developmental community for
outstanding performance; and the offeror's overall price. The period of
performance includes a 12-month base period, and two 2-year option
periods. The technical support level ranges from a minimum of 3200
hours per year to a maximum of 28,000 hours per year. The purpose of
