Pre-Solicitation Conference and Request for Proposal (RFP) -- The Government announces its intent to request price and technical proposals in response to the upcoming release of the Universal Service Contract (USC) solicitation. The requirement consolidates several current contracts for global ocean and intermodal transportation services. The RFP will include two parts: USC 01 for containerizable cargo (with appendices for major customers), and USC 02 for breakbulk cargo. The USC serves as the follow-on procurement to the current MSC Global Contracts (GC-01, GS-02, GI-03), the AAFES and DECA Service Contracts, the Best Value Contracts, and the Uniform Commercial Rate Contracts. An indefinite-delivery, indefinite-quantity contract will be solicited. All responsible sources may submit a proposal which shall be considered by the agency. The eight month base period of performance will be from 1 February through 30 September 1998. The contract will contain a six month option period. All prospective USC offerors are also encouraged to attend a pre-solicitation conference scheduled for 1:30 pm EDT on 26 August 1997 in the Fairfax Municipal Building (large conference room) at 6507 Columbia Pike, Annandale, VA.
