The Grand Coulee Power Office, located in Grand Coulee, Washington has a requirement for: furnishing, testing, and installing 4 new (NOT rebuilt or refurbished) laser tubes for their existing laser light show. The tubes must match the existing installed system which projects a 30-minute laser light show on the face of Grand Coulee Dam each evening approximately late May through early September. The only know manufacturer of the tubes required is Coherent Laser Group of Santa Clara CA. The existing "Innova 200" system consists of power supplies, PCB scanner drivers, F/X driers, AO drivers, mirrors and optics, optical positioning equipment, actuators, a deionized water cooling system, 2 krypton lasers and 2 argon lasers, an ADAT digital playback system for 10 tracks of laser and 2 tracks of audio, computer controller, and other equipment. The installation is highly sophisticated and very unusual since the laser show is projected several thousand feet onto the irregular surface of the dam face at a scan angle of nearly 100 degrees horizontal. This requires high power densities, low beam divergence, low loss optics, and a high degree of color collimation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 1425-97-SP-10-14250 is issued as a request for proposal (RFP) and that this solicitation document and incorporated provisions and clauses are those in effect through the issuance of FAR 97, June 1997. This requirement is not a set-aside. The associated standard industrial classification code is 3674 and the small business size standard is 500 employees or less. The contract line items (CLINs) to be acquired are: CLIN 0001 -- 2 each krypton laser tubes, model number I-200-15, 20 amps, filament 36.6 amps, magnet 4.8 amps, passbank 233-234VDC; CLIN 0002 -- 2 each argon laser tubes, model I-400-K3, 20 amps, ver 5.2, filament 26.9, magnet 14.1, passbank voltage 272; CLIN 0003 -- a complete price per tube for installation/testing at Grand Coulee Dam; CLIN 0004 -- a per hour loaded labor rate for miscellaneous service work (est. at 32 hours) for a complete optical tune-up of the laser light show system; (NOTE: travel costs associated with the hourly services will be reimbursed pursuant the GSA's Joint Travel Regulations in effect at the time of actual travel and shall not be included in the hourly rate). The required dates for delivery and installation are anytime between April 15, 1998 and May 1, 1998. The entire system must be returned to full working order by May 1, 1998. Contractor is to arrange installation schedule with either Mr. Rick Parker or Mr. Ron Rowe of the Grand Coulee Power Office. The tubes are to be delivered FOB Destination and the FOB point is Grand Coulee Dam, WA. The provision at 52.212-1, Instructions toOfferors -- Commercial, applies to this acquisition. There are no addenda to the solicitation. The provision at 52.212-2, Evaluation -- Commercial Items is applicable and the evaluation criteria included in paragraph (a) of that provision are: compatibility with existing system and price. Offers will be evaluated for compatibility with existing equipment, the offeror's proposed warranty, and experience of the proposed service/installation personnel. Proposals in response this announcement are to consist of: a price for each of four CLINs listed above; spec sheets for the tubes offered; a statement regarding compliance with the required warranty; a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (a copy of which may be requested at the phone number listed above). The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
