(Reclamation) has a requirement for six (6) T-1 circuits (24 56K
circuits) with installation of same, to be utilized with a Meridian 1
Option 81C switch, replacing an existing leased switch and analog
lines. The requirement consists of the following: Primary Rate
Interface (PRI) facilities at the Denver Federal Center (Center), Sixth
and Kipling Streets, Denver, Colorado, terminating in a new Service
Delivery Point ID (SDPID) at Building 67, Room 136, on the Center. The
PRI should be configured as follows: 1. B8ZS extended superframe; 2.
23B&D on the 1st T-1; 3. 24B on the next 5 T-1's; 4. Advanced 2-way
Direct Inward Dial(D.I.D.) on all 6 T-1's. Provide pricing for these
requirements as follows: Line item 01, Lease of six (6) T-1 circuits,
(1) The "Unit" (monthly) price should be quoted on a monthly total for
the lease of all six circuits; and (2) the extended total should
reflect pricing for all six circuits for the required 12-month period.
If pricing for each circuit is not the same, provide individual
monthly pricing for each of the six T-1 circuits in the submitted
quote. Line item 02, Direct Inward Dialing (D.I.D.) numbers, 2,500
numbers required, should be priced for "each" number, with an extended
total for the 2,500 numbers; Line item 03, Installation of the six
circuits, should be quoted as a lump sum price. Provide a grand total
price for Line items 01, 02, and 03. Delivery and installation of the
circuits is required by October 30, 1997. The circuits shall be quoted
on a firm fixed price for the period October 1, 1997 through September
30, 1998 (Fiscal Year 1998), although leased circuits may be continued
for an indefinite time period and cost, which shall not exceed $5M or
a five (5) year period, and will be subject to clause WBR 1452.232-80
Limitation of Funds (Fixed-Price-Contract) -- Bureau of Reclamation
(Dec 1994). The Bureau of Reclamation reserves the right to delete
circuits at a later date as necessary. This acquisition is subject to
clauses FAR 52.212-1 through 52.212-5 Commercial items. Quotes will be
evaluated on price, ability to obtain the circuits and install
circuits in the necessary timeframe, and vendor's past performance in
providing these items. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice, and is being issued as request for quotation (RFQ) No.
1425-97-SQ-81-92069. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. Concerns who can furnish the required items (based
upon the criteria specified herein) are invited to submit a quote in
writing on Government Standard Form 18 which shall include the
information requested, to the acquisition office above, by closing date
September 6, 1997. A telephone number for a point of contact should
also be included. A completed copy of 52.212-3 Offeror Representation
and Certifications—Commercial Items, must be submitted with any
