synopsis/solicitation prepared in accordance with Federal Acquisition
Regulation Subpart 12.6 for commercial items as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. This solicitation is issued
as a Request for Quotation (RFQ) using solicitation number
F0561197T5605. This acquisition is unrestricted and all responsible
sources may submit a quotation. No Request for Quote (RFQ) package will
be issued. Offerors must comply with all instructions contained in
provision 52.212-1, Instructions to Offerors-Commercial Items. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The Standard
Industrial Classification Code is 3829 and the business size standard
is 500 employees. Line item 0001, Description: Five Force and One
Moment Balance, one each, mfg Able Corporation, model Mark 59, part
number 0.75MKLIX, or equal, .075" diameter, two shell design (floating
frame), to be used in trisonic and subsonic wind tunnels; cylindrical
external shape with inner shell (rod) mounted to the wind tunnel sting
support and outer shell (case or sheath) mounted to model; strain
gauges covered by external metal sheath. These specified load ranges
are required: Normal force -+/-300 pounds at 0 pitch. Pitching moment
-+/-450 inch pounds at 0 normal force. Side force -+/-150 pounds at 0
yaw. Yawing moment -+/-187.5 inch pounds at 0 side force. Axial force
-+/-40 pounds. Rolling moment -+/-90 inch pounds. Amount $__ __ __ __

Implementation Act. Offerors shall be evaluated in accordance with the
following criteria, all of which are of equal importance: (1)
Technical Capability, (2) Past Performance, and (3) Price. Technical
capability of the proposed offered product shall be evaluated to
determine if the productoffered meets the brand-name or equal
specifications set forth in this solicitation. If an "or equal" is
being offered, the quoter must state the manufacturer, brand, and model
number of the "or equal" and include any and all descriptive literature
for the "or equal" with the quote, so the technical evaluation can be
accomplished. Past performance will be evaluated to ensure satisfactory
business practices and timely performance. Price will be evaluated to
determine its fair and reasonableness as it relates to the items
