A -- RESEARCH AND DEVELOPMENT, EGLIN AFB, FL POC James A. Thomas, Contract Specialist, (904) 882-4141, Vicky M. Dawson, Contracting Officer, (904) 882-4141 The Air Force Development Test Center, Joint Munitions Test and Evaluation Program Office, Project CHICKEN LITTLE (CL), Eglin AFB, FL intends to conduct submunition seeker/sensor captive flight test (CFT) and signature testing at Camp Grayling MI during the period January to February 1998. This event will utilize foreign and domestic classified/unclassified ground mobile vehicles as targets in a static and dynamic environment intended to gather seeker/sensor system performance and/or signature data for analysis. This is an invitation to industry to participate in this event. Participants must provide all necessary airborne platforms, hardware/software systems including seeker/sensor instrumentation, and all personnel to accomplish the complete set of data collection missions necessary to fully demonstrate the capabilities of their system. Offerors' proposed systems must exist in prototype configuration and it is desirable that they have real time signal processing capable of determining probability of target acquisition, detection, false alarm rate, target classification, aimpoint selection, and terminal track. Offerors will be responsible for providing all necessary insurance for personnel and hardware, hold harmless agreements, etc., to conduct activities on a US Government installation. In exchange for the provisioning of the targets, ground truth data, range operations, meteorological data, etc., the offerors will be required to provide the Government a complete set of collected data. It is CL policy that data collected will be protected as proprietary and will not be released/disseminated without consent of the owner/sponsor of the hardware. Restrictions because of available range time and changing environmental conditions may require limitations on the number of participants which can be accommodated. In that case, offerors will be selected based on the following criteria: 1) technical parameters, 2) maturity of system, and 3) potential applications. Offerors chosen for participation will be invited to sign a Statement of Capability (SOC) with CL. This SOC will define the basis for participation and identify specific requirements to be satisfied by the offeror and the Government. Additional costs for identified participants as a result of this solicitation will be allocated to each participant based on the individual additional costs for their participation. Offerors will be required to have established security clearances for all involved personnel at the time of SOC signature. A CFT planning meeting will be held 2 and 3 October 1997 at Eglin AFB FL. Requirements must be established prior to freezing of the ground to allow for range set-up. Range set-up will commence 27 October and be completed by 7 November 1997. Interested participants are required to attend the planning meeting and to bring a qualification package to include technical proposals describing their demonstration hardware, recent test programs including test results, instrumentation systems, required test parameters (altitude, slant range, ground instrumentation, etc.), aerial test platform, and related information. Of primary interest are advanced concept and multi-mode systems. with them for consideration. Since this is not a request for a formal contract award, there will be no Request for Proposal, nor will any binding selection criteria be prepared. Participation under the SOC is not subject to the Contracts Dispute Act of 1978 and not subject to arbitration or dispute.
