Institute of Standards & Technology (NIST), on behalf of the Department
of Commerce Technology Administration, intends to negotiate with
McQueen & Muse, Inc., Tempe, AZ, on a sole-source basis to conduct
research necessary to prepare a report that will assist United States
citizens, corporations and policy makers in understanding and dealing
with challenges and opportunities involving the globalization of
science and technology. The report shall address issues related to the
role research parks are playing in facilitating technology-led
economic growth in emerging economies, the successes and problems
encountered in creating and sustaining research parks, and the
implications of the growth of such parks and the increasing networking
between them. It also shall address the implications of, and the
opportunities and challenges created by the development of such
facilities for U.S. companies and the US economy as a whole. The
contractor shall represent the U.S. Department of Commerceat the
inaugural meeting of the APEC S&T Industry Parks Network to take place
September 15-17, 1997 in Beijing, China, and complete a trip report on
the results of that meeting. NIST intends to negotiate with McQueen &
Muse, Inc. under the authority of FAR 6.302-1 which permits sole source
acquisition when only one responsible source will satisfy agency
requirements. The proposed contractor has required expertise and
long-term experience with international research associations and
training programs, as well as current participation with the
international Association of University Related Research Parks (AURRP).
Award to another source would likely result in substantial duplication
of cost to the Government that is not expected to be recovered through
competition, and may result in unacceptable delays in fulfilling the
agency's requirements. This notice is not a request for quotations;
however, interested parties may identify their interest and capability
to satisfy the Government's requirement NLT the response date above.
Capability statements must include documentation of an in-depth
knowledge and prior experience writing on international research parks.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the contracting officer. A solicitation document is not available. See
