The National Institute of Standards and Technology (NIST) has a requirement from Technology Administration to procure services to conduct a study of Federal technology and private sector innovation. By examining actual cases, the study shall document the innovation processes that encouraged the private sector to commercially exploit knowledge and technology developed to meet Federal mission needs, and any barriers or problems that inhibited the process. The study shall also estimate the economic contribution of the federally-developed technologies chosen for study. The following is a brief summary of work requirements pertaining to the study: (1) identify technologies or R&D projects originally developed to meet Federal government mission needs that have also been used in the private sector, enabling the development of important contemporary commercial products, the formation of new companies, or the growth of new industries; (2) document the history of initial development of each selected technology or R&D project for Federal mission needs, and the innovation processes associated with its adoption and commercial exploitation by the private sector; (3) estimate (for each selected technology), quantitatively where possible and qualitatively, the economic and social value of the research results or technology where the Federal government investment or Federal technology management intervention played a key developmental role; (4) identify (for each selected technology) valuable technology management policies and practices used by Federal sponsors or other relevant parties that contributed to the successful adoption and commercial exploitation of federally-developed research results or technology by the private sector; (5) summarize lessons learned from the case studies for managing Federal R&D to encourage private sector exploitation of Federal R&D results and technology, and enhancing the contribution of the Federal R&D investment to the U.S. economy; and (6) prepare a final report that highlights the study's objective and methodology, contains case studies of the selected technology or R&D projects (including information detailed in 2, 3, and 4 above), and summarizes lessons learned (per item 5 above). A detailed statement of work will be included in the solicitation package. This study shall serve as a response to Congress' interest regarding how Federal departments and agencies are implementing the Federal Technology Transfer Act authorities, and shall provide practical, real-world lessons learned that Federal agencies may apply to enhance their efforts in encouraging commercial use of Federal research and development. Such information is critical for Congress and Federal departments and agencies as they contemplate near-term program and budget decisions. The documentation of economic contribution shall aid in demonstrating the value of continuing to pursue these authorities. Delivery of final report shall be nine months from date of award.
