C -- TWO PHASE DESIGN_BUILD AFRICAN BURIAL GROUND INTERPRETIVE CENTER SOL GS-02P-97-CUC-1000 POC Warren Hall (212) 264-4250 Two Phase Design-Build African Burial Ground Interpretive Center. Estimated costs $1,000,000 -- $1,600,000. The subject procurement is open to both large and small business concerns. The purpose of this procurement is to relate a variety of stories (scientific and historical) surrounding the African Burial Ground through the design, construction and fabrication of an interpretive center environment. The contractor shall create an interpretive environment that informs, engages and enlightens visitors about the historical, archaeological, and cultural findings surrounding the burial ground and New York's African ancestral community. The interpretive goals of the project must be met in terms of interpretive intent, depiction and visitor experience. The Interpretive Center will be located on the ground floor of the 290 Broadway Federal Office Building, Manhattan, New York City. The center will occupy approximately 2,000 square feet in the northeast corner of the building. The space will provide needed power to support contractor's concept. Utilizing the existing building HVAC, the contractor must: provide heating, ventilating, and air conditioning ducts and fixtures, electrical outlets, lighting fixtures and lamps, all finishes and male and female toilets that are accessible to the handicapped, such that the finished space will be suitable for public occupancy. All interested parties must meet the solicitation requirements. The U.S. General Services Administration recognizes the professional diversity required for developing the Interpretive Center environment and intends to conduct a networking conference to facilitate the creation of design-build teams. The subject procurement will be solicited in two phases. The First Phase will be concerned with the team's general design-build philosophy for the Interpretive Center environment and the capabilities of the team. The First Phase proposals will be evaluated in accordance with the solicitation's First Phase evaluation factors. The most highly qualified, not to exceed five, will be requested to submit Phase Two competitive proposals in accordance with the submission requirements. The final selection will be to the responsible offeror whose proposal provides the greatest value to the Government considering both technical factors and price. A stipend may be provided for finalist teams who submit a fully developed design proposal as outlined in the solicitation. Solicitations will be available on or about September 5, 1997. A pre-proposal conference and networking session will be planned around the week of September 22, 1997. Phase One proposals will be due on or about 10/29/97.
