202-514-3630 The Immigration and Naturalization Service (INS) plans to
issue a sole source modification of INS' Information Technology
Partnership (ITP) contract ( COW-4-C-0018) with Electronic Data Systems
(EDS) Corporation to increase the estimated value of the contract by
$47 million. EDS was awarded this contract on August 30, 1994 through
the competitive procurement process. The ITP contract is a Cost Plus
Award Fee (CPAF) contract for information technology services,
including the full range of System Life Cycle Development (SDLC)
activities, Computer Linked Application Information Management Systems
(CLAIMS), Enforcement Case Tracking Systems (ENFORCE), Intelligent
Computer-aided Detection System (ICAD), Automated Fingerprint
Identification System (IDENT), Systems Alien Verification For
Entitlements Program (SAVE), and Central Index Systems (CIS) just to
name some of the programs that this contract supports. The purpose of
the modification is to extend the contract capacity to allow (1)
continuation of services to support INS initiatives between December
1997 and May 1998 when the successor Service Technology Alliance
Resources (STARS) contracts are planned to be awarded and (2) services
to support transitioning the work from the ITP contract to the STARS
contracts from May through July 31, 1998. The STARS Request for
Proposal (RFP) announcement was published in the CBD on August 5, 1997
with a planned competitive RFP release date of August 29, 1997.
