D -- AUTOMATED PURCHASE REQUEST SYSTEM SOL DIG/I01/97 DUE 090297 POC Contract Specialist, Darlene Adams, (202)231-8207, Contracting Officer, Deborah Jordan, (202)231-8844 This announcement is seeking sources to provide an Automated Purchase Request System (APRS) capable of interfacing with the FreeBalance Government Financial Management System. The FreeBalance operates with such databases as: Oracle, Sybase and Microsoft SQL Server, and runs on standard networks, including TCP/IP, DECnet and Novell. The APRS will be supported by Graphical User Interface (GUI) environments, including Microsoft Windows and Windows NT. The APRS System will be used to generate/create various purchase requests and the ability to forward the purchase requests to numerous levels of approval. The system must have the capability to perform the following functions: 1) create, coordinate, modify, release, print, return and/or cancel five to ten different types of procurement request documents; 2) capability to maintain at least eight levels of approving authority for each type of purchase request; 3) electronically route purchase request documents through approving authorities at each level for review and approval; 4) combine multiple purchase requests into a single purchase request document; 5) ability to develop and maintain five to ten blank procurement action forms; 6) operate in a windows-based environment with a standard GUI; 7) ability to interface with the FreeBalance Government Financial Management System; 8) provide comprehensive on-line inquiries, alerts, and reports; and 9) provide security capability to limit and restrict access.
