not be honored. This is a combined synopsis/solicitation for
commercial items prepared in accordance withe the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the conly solicitation;
quotations are geing requested and a written solicitation will not be
issued. This solicitation is not 100 % set aside for small business.
This solicitation is issued as a request for quotation (RFQ)
N00102-97-Q-6586. The solicitation document and incorporated provisions
and clauses are those in effect in Federal Acquisition Circular 90-32,
Part 12. Item 0001 Installation of T-1 connection: Connection of full
T-1 capability directly from the Portsmouth Naval Shipyard to the
Internet Backbone without a third party ISP. Installation will include
any startup fees, actual installation of the fiber optic line and
CSU/DSU interface. This is to be a point to point service, "cloud"
services are not acceptable. Item 0002 Maintenance of connection
described in item 0001: This will include ISP charges and actual
telephone company charges on a monthly basis. Only basic service is
required of a connection from the shipyard directly to the internet.
The following provisions apply: FAR 52.212-1 Instructions to
Offerors-Commercial, applies and any representatives used for any part
of completion of work actually performed on the Portsmouth Naval
Shipyard will be a U. S. citizen,FAR 52.212-2, Evaluation-Commercial
Items: it is assumed that each offeror has already established their
own internet backbone. Award of the contract will be made to the
Technically Acceptable Low Offeror; FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items must be included
with your offer; FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, apply to this acquisition; FAR 52.212-5, Contract
Terms and conditions Required to Implement Statutes or Executive Orders
-- Commercial Items applies. Insert the following clauses: FAR
52.249-2, Termination for convenience of the government; FAR 52.249-8,
Default (fixed price supply and service); 52.212-26 Equal Opportunity;

veterans; 52.212-36 Affirmative action for Handicapped workers. Offers
