The National Institute of Standards and Technology (NIST) intends to enter into a Sole-Source contract with Foley Material Handling Co., Inc., of Ashland, Virginia, under the authority of 41 USC 253(c) (1) -- Only One Responsible Source. The procurement involves installation of a Telemotive 8000 Series Radio Control System/Transmitter to operate a 30-ton Falcon bridge crane that has been obsolete since 1965. Foley Material Handling Co., Inc. has been installing, repairing and upgrading cranes at the NIST Gaithersburg, MD facility for the past 8 years. They are very familiar with existing NIST cranes and have performed major repairs on the Falcon bridge crane in the past. The 30-ton Falcon bridge crane has not been manufactured in over 32 years. NIST does not have in its possession any specifications for the crane, nor diagrams for wiring boxes to be used in the installation of the control system to operate the crane. The Contractor shall provide all equipment, labor and materials required for the full operation of the Falcon bridge crane. The radio remote control shall function the following positions of the crane: (a) the main line; (b) all warning devices; (c)the hoist; (d) the trolley; and (e) the bridge. All work shall be completed within 15 weeks from receipt of purchase order. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 3 days after the date of publication of this synopsis, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation will not be issued. (0234)
