The National Institute of Standards and Technology (NIST) has a requirement from Technology Administration, Office of Technology Policy (OTP) to procure professional writing services for the preparation of a collection of monographs for publication. The monographs will profile winners of the National Medal of Technology, the nation's highest honor for technological achievement. The National Medal of Technology was established by Congress in 1980 to recognize technological breakthroughs resulting in the creation of new or significantly improved products, processes, or services. The President of the United States first presented this award in 1985. To date, there have been 104 Medalists, including individuals such as Gordon Moore of Intel, Robert Galvin of Motorola and Stephanie Kwolek of Dupont. Company winners include 3M, Johnson & Johnson, Amgen, Merck & Company, AT&T Bell Laboratories and Corning. WORK STATEMENT: The Contractor shall prepare two collections of monographs, with each collection including approximately 12-13 monographs. The profile for each Medal recipient shall include an introductory synopsis (approximately 500 words) and a monograph (approximately 5000 words). The monographs for these two collections shall be drawn from 25 transcribed interviews with Medal recipients and documentation submitted at the time the Medalists were nominated. In addition, the Contractor shall conduct supplemental research and follow-up with Medal recipients as needed to produce updated files. The interview transcripts, nomination materials, and other resulting research provided by or paid for by OTP on behalf of this monograph project shall only be used for this specific purpose unless otherwise formally negotiated. The expected publishing date for the first collection of monographs is June 1998. The Contractor shall submit the first two monographs in draft form (both in electronic and hard copy) by October 25, 1997, and three additional monographs by November 25, 1997. OTP shall be responsible for returning revised drafts to the Contractor within ten days of submission. The Contractor shall then have ten days to submit final drafts. Subsequently, the Contractor shall turn in three monographs per month, completing twenty-five monographs by June 30, 1998. Each final draft monograph shall be submitted in both electronic and paper copy, with appropriate billing/invoice for payment. The U.S. Department of Commerce shall retain publishing rights to all monographs. The Government requires a Key Personnel to be assigned to this contract. The Key Personnel shall have a demonstrated track record as a professional writer, having published articles in the areas of technology, innovation and/or entrepreneurship. Minimum requirements for the Key Personnel include: A) a bachelor's degree in journalism, engineering, business and/or related field; B) four articles published in nationally recognized and distributed science, technology, and/or business publications; and C) demonstrated ability to communicate technological concepts in a clear and informative manner. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. Solicitation 52SBNB7C1243 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The Standard Industrial Classification (SIC) code is 7389 and the small business size standard is $5 million. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial; 52.212-2, Evaluation -- Commercial Items. Evaluation criteriato be included in paragraph (a) of provision 52.212-2 are as follows: (1)education, (2)work experience, (3)writing experience, (4)writing style, (5)proposed work plan/time line, and (6)price. Items 1 through 5, when combined, are significantly more important than price. Offerors shall submit the following items for evaluation purposes: i) four published writing samples covering technology related topics; ii) a complete bibliography of published works; iii) a complete work history; and iv) a work plan detailing process, time line, and cost to complete the requirement as described in the work statement.
