is a combined synopsis/solicitation for the production of two (2)
Radio CD's of FEMA Survival Spots, public safety messages for general,
urban contemporary and Spanish-speaking audiences in accordance with
FAR Part 13 Simplified Acquisition Procedures. This announcement
constitutes the only solicitation. Written quotations are being
requested and a written solicitation will not be issued. The
solicitation number is EMW-97-RQ-0441. The solicitation is issued as a
request for quotation (RFQ). This procurement is a set-aside for small
business. It is anticipated that a purchase order will be awarded with
no options. I.PURPOSE: This acquisition covers the production of two
(2) Radio CDs of FEMA Survival Spots, public safety messages for
general, urban contemporary and Spanish-speaking audiences. The subject
matter to be covered included preparedness information on what to do
BEFORE, DURING AND AFTER HURRICANE, FLOODING, EARTHQUAKE, TORNADO AND
SEVERE WINTER WEATHER disasters. II. BACKGROUND: The FEMA Radio Network
and the radio field deployment kits have proved to be valuable
additions to the FEMA-EIMA information resources inventory. To ensure
that the "one message" strategy is expanded and re-enforced, Emergency
Information Media Affairs (EIMA) has employed the use of FEMA Survival
Spots, a compact disc of scripted public safety messages on what to do
in the event of a disaster. The first CD was designed to test a
multiple audience approach and included scripted spots on many disaster
situations. This project is designed to expand the original
multi-audience approach and provide complete packages on what to do
before, during and after specific disaster events. III. GENERAL
DESCRIPTION OF THE WORK TO BE PERFORMED: The vendor shall be
responsible for the production of two broadcast quality compact disc,
covering two or three disaster topics, for use by radio and other
broadcasters. SPECIFIC TASKS TO BE PERFORMED: Subtask 1.1- Startup
Meeting- Within five (5) working days after award, vendor shall meet
with EIMA Project Officer and such other FEMA staff, as the Project
Officer shall arrange, to identify and discuss the timetable for
completion of the project. Subtask 1.2 -- Submission of Project
Timetable- Within five (5) working days after the startup meeting,
vendor shall provide a project outline, which incorporates the
milestones discussed in subtask 1.1. Subtask 1.3- Research of FEMA fact
sheets, backgrounders, and scripting 40-50 new FEMA Survival Spots-
Vendor shall coordinate with the project officer to research available
FEMA fact sheets and other preparedness literature appropriate for use
in developing production scripts. A list of "spots" topics proposed for
each disaster type shall be submitted to the FEMA project officer for
review. Scripts for up to 50 survival spots shall be submitted to the
project officer not later than 25-working days after the start of the
project. Subtask 1.4- Selection and auditioning of talent- Vendor shall
research and hire talent for the general, urban contemporary and
Spanish spots not later than 30-days after the start of the project.
Subtask 1.5- Production and editing spots- Within forty (40) working
days after the start of the project, vendor shall have completed the
recording and editing of all spots, including those requiring the use
of sound effects. FEMA-EIMA shall have a submission of Beta Master and
CD Master from the vendor no later than fifty- (50) working days after
the start of the project. APPROVALS AND COORDINATION: Vendor shall
coordinate all Activities covered by this purchase order with the
Project Officer and/or Director and Deputy Director-EIMA. Project
Officer shall serve as the final decision-makers for coordination of
all activities involving offices outside EIMA. EVALUATION OF
QUOTATIONS: The Government will award a firm-fixed price purchase order
to the responsive and responsible offeror whose quotation is found to
be technically acceptable with the lowest price. The following criteria
will be used to evaluate quotations: 1. Vendor chosen to complete this
project shall be able to demonstrate expert qualifications in creative
elements required to produce audio and/or video production through work
samples and staff qualifications (resumes) provided with submittal of
quote (30 Points). 2. Selected vendor shall be able to demonstrate the
positive impact of it's work products on target audiences through
documentation, which may include measurement instruments such as,
surveys, electronic ratings or other records of broadcast (i.e. sigma
reports, etc.) (20 Points). 3. Documentation in support of vendors past
performance shall include examples/proof of timely work products (15
Points). 4. Vendor selected to complete this project shall have a
background in developing products about disaster preparedness (15
Points). 5. Recent completion of creative audio and/or video products
(within the past year) in the topic areas noted in item #3 above (10
Points). 6. Vendor selected to complete this project shall have in
place or be able to employ a national support structure to coordinate
completion or execute a task(s) outside of the vendor's immediate area
(5 Points). 7. Vendor selected to complete this project shall be able
to demonstrate the "broadcast and/or public relations industry's"
acceptance of its work products and techniques through awards,
citations, and other endorsements received (5 Points). RFQ SUBMISSION:
The due date for submission is Friday, September 04th, 1997 at 3:00 PM
to FEMA, FM-AO-RP, Attn: Corwin Kirby -- Room 408A, 500 C Street, SW,

requests for information regarding this solicitation are to be directed

administrative questions must be received no later than three (3)
working days after publication of this notice and may be faxed to (202)

proposals shown above. In order to prepare for distribution of
possible amendments to the solicitation, please fax your company's

as possible. Failure to do so will preclude FEMA from the
responsibility of providing you with possible amendments or other

mentioned above on you fax sheet. It is the vendor's responsibility to
