Telefax responses welcome at 301-981-1910 This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a 100% small business set-aside. Delivery shall be FOB Destination to Landover MD. Responses to this RFQ must be received by 5 Sept 97 at 2:00 p.m.. Delivery and Finance addresses will be provided upon award. Offerors are required to document past performance suitably and provide opportunity for verification. Award will be made to the lowest responsible offeror. SPECIFICATIONS/STATEMENT OF WORK: The contractor shall provide all plant, labor, equipment, transportation, tools, materials, personnel and supervision to perform all operations necessary for unarmed security guard services. GENERAL INFORMATION: the contractor shall provide continuous unarmed security patrol within the leased area of Summerfield. The patrols shall be three eight hour shifts of two unarmed guards, twenty-four hours a day in a marked patrol vehicle provided by the government. Security patrol shall include continuous surveillance of Summerfield leased property, grounds areas, and facilities. PERFORMS EMERGENCY REACTION: the contractor shall react to emergency conditions or suspected illegal acts. Such acts may be reported by personal contact, radio or pager. MAINTAIN DAILY LOG OF EVENTS: the contractor shall maintain a daily log of events including times, dates and descriptions of activity. The log events shall include the time the contractor began and ended patrol, the patrolling officers name, and a signature verifying the accuracy of the report. The report shall be hand delivered to the QAE or deposited in the distribution box. DETAINS AND APPREHENDS SUSPECTS: The contractor is responsible for detaining or apprehending persons who are suspected of prepetrating an unlawful act. PROTECTS PROPERTY AND PERSONNEL: The contractor shall endeavor to prevent damage, pilferage, destruction, misuse, larceny, theft or any other unlawful act against government owned or leased property. The contractor shall make every effort to prevent physical harm to Summerfield housing occupants, visitors, government contractor s or government employees during the tour of duty. FILES COMPLAINTS: The contractor is responsible for filing official complaints to Prince George's County police on behalf of the government against perpetrators of any illegal act when such act is detected by the contractor.
