synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotes are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-46. This
solicitation is being issued under Request for Quotation (RFQ) #70493.
This solicitation is under the Simplified Acquisition Procedures, FAR
subpart 13.6, Test Program, and is a 100% small business set aside.
The Standard Industrial Classification Code is 8299 and the business
size standard is 5 million dollars. This will be a firm fixed price
contract. The FBI requires training courses for 64 students (students
to be divided into four (4) groups of 16 each) in the following: Novell
520 IntranetWare Netware 4.11 Administration; Novell 525 IntranetWare
Netware 4.11 Advanced Administration; Novell 804 IntranetWare Netware
4.11 Installation and Configuration. This will be a hands on training
(demonstrations are not considered hands on training). Contractor shall
provide the following: INSTRUCTOR REQUIREMENTS -- Certified Novell
Instructor (CNI), (Verification of CNI will be done by the FBI prior to
award of contract) the name of actual instructor to be provided upon
submission of quote to FBI, Also three (3) references must be submitted
on previous contracts (commercial or government) whereas the instructor
has performed technical training, Must be able to pass FBI security
clearance; VENDOR REQUIREMENTS -- Must be a Novell Authorized Education
Center (NAEC); DOCUMENTATION REQUIREMENTS -- Authorized Novell Student
Kits for the class mentioned (520/525/804); DELIVERABLES -- Each
student will receive an Authorized Novell Student Kit (mentioned above)
and an authorized Novell certificate of course completion; DATES OF
CLASSES -- September 8 through 19, 1997, September 22 through October
3, 1997, October 6 through October 17, 1997, and October 20 through
October 31, 1997, on site at FBI Headquarters, 935 Pennsylvania Avenue,
NW, Washington, DC. Install and configure classroom at FBI, Washington,
DC for use during training with software provided by FBI. The
contractor must be able to pass an FBI background investigation and
sign an operational security agreement. The Government will provide
personal computers (486 processors), ALR servers, CD-ROMs and software
for 20 terminals and one server. Additional hardware requirements (if
needed) must be submitted with quote. All quotes shall be submitted to
the address listed above no later than 4:30 p.m., EST, September 2,
1997, and be clearly marked with RFQ #70493. The point of contact for

and phone number listed above. Bidders are hereby notified that if your
bid is not received by the date/time and at the location specified in
this announcement, that it will be considered late. All information
must be submitted with bid to be considered, no additional information
and/or clarification will be performed by the FBI except to verify
references and validation of the instructor. The award will be made to
the responsive, responsible offeror submitting the lowest priced
technically acceptable offer, meeting all terms and conditions set
forth in this solicitation. Awardee will be required to meet with FBI
staff prior to first class commencing. The FBI reserves the right to
request a replacement instructor (without disruption of class
schedules) if the FBI is not satisfied with the level of technical
instruction being provided. Each offeror shall include a completed copy
