SOLICITATION for commercial items prepared in accordance with the
format in FAR subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. Solicitation number is 1422H952-Q97-2088 and is
issued as a Request for Quotation (RFQ). This solicitation documents
and incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-46. The Standard Industrial Classification
(SIC) code is 3523, with a small business size standard of 500
employees. This procurement is set aside for small business concerns.
Deliver 15 rangeland seed drills, Laird Model B-B or Metal Masters
Model RM-10 or equal as described by Forest Service Drawing RM 27-01.
Deliver five rangeland seed drills within 180 calendar days after
award, and the remaining ten within 365 calendar days after award.
Salient features are as follows: 1) Mounted on pneumatic-tired (10-ply,
at least 1100x28) wheels; 2) Wheels provide mechanical rotation of the
feed and agitators; 3) Disk opener arms move independently and freely
up and down by pivoting on pins mounted on the main frame; 4) Drill
must be constructed to allow transport of at least 2 drills on an
18-foot long truck or trailer; 5) Arm pin blocks on main frame must
utilize Torrington races; 6) Utilize a triple-lipped sealed bearing on
both sides of all arms for the disc opener shaft; 7) Weight must not
exceed 5,000 pounds (+/- 500 lbs); 8) Provide parts book and operators
manual. Components shall include: 1) Six seed boxes, including two for
grass seed, two for small seed such as legumes, and two for fluffy seed
like winter fat; 2) Fluffy seed box: (A) Speed changer to regulate the
fluffy seed box independently of the other boxes; (B) Vertical row
dividers to prevent sliding of seed when seeding on slopes; (C) Auger
agitators that push the seed from both ends toward the center of the
box; (D) Pickerwheels to grab the seed from the box. Warranty: One year
parts and labor. Quotations should include: 1) Descriptive literature
or other documentation verifying compliance with specifications; 2)
Proposed delivery schedule; 3) Warranty information; 4) Repair and
parts availability; 5) Price per rangeland seed drill, F.O.B.
destination to BLM Shop, 100 Oregon Street, Vale, Oregon, 97918; 6)
Company experience with producing rangeland seed drills; and 7)
References from other customers, including names and telephone numbers.
Clauses/provisions: FAR Clauses 52.212-1, Instructors to
Offerors-Commercial, and 52.212-4 Contract Terms and
Conditions-Commercial Items, are included by reference. Award will be
made to the responsible quotor(s) whose quote is most advantageous to
the government. FAR provision 52.212-2, Evaluation-Commercial Items
applies to this solicitation and the following evaluation criteria will
be used to evaluate offers: (1) Cost, (2) Past Performance, including
reliability and anticipated longevity of equipment. FAR provision
52.212-3, Offeror Representations and Certifications-Commercial Items
shall be completed and submitted with the quotation. FAR clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition.
