RFP WILL NOT RECEIVE A RESPONSE. The Defense Special Weapons Agency
(DSWA) is seeking commercial vendors of a software package which
extrapolates IDS performance data to a wide range of weather
conditions. The software must be able to evaluate weather influence on
IDS performance trials and extrapolate an effective probability of
detection (Pd.) The system will prompt for: sensor types/phenomenology
(infrared, microwave, beam break, ground motion, fence vibration,
fiber optic, etc.); placement (fence, surface/subsurface, tower, etc.);
location (site-specific features, orientation, arrangement, detection
zone configuration, etc.); location (site-specific features,
orientation, arrangement, detection zone configuration, etc.);
date/time of trail; current weather; intruder characteristics
(human/vehicle, size, weight, speed, thermal limits, etc.); and trial
results (detections vs, attempted intrusions). The output will consist
of apparent Pd (statistically derived from detections vs. attempts),
effective Pd (corrected for weather and site influences), and a
vulnerability assessment (narrative description of weather and site
influences; predicted Pd, and likelihood of nuisance alarms as
functions of season and time of day). The software must be IBM
compatible and integrate with existing security system data automation
equipment. Parties capable of meeting these requirements are
requested, by 30 Sept 97: (1) specification or engineering documents or
brochures which describe the capabilities of their commercially
developed software which meet the requirements specified above; (2)
cost of the software, both individually and in quantity; (3) points of
contact which can provide additional information, if required. This
