Marine Corps Systems Command intends to procure under full and open
competition a quantity of two Portable Gas Chromatograph and Mass
Spectrometer (GCMS) systems. The GCMS is intended for the initial
screening and confirmatory analysis of unknown industrial and chemical
warfare agents in a field environment. The GCMS must be able to detect
and identify the 74,000+ chemical compounds listed in the National
Institute of Standards and Technology (NIST) library in addition to
chemical warfare agents such as nerve, blister, and blood agents. The
GCMS must accept air samples from Tenax type sampling tubes and from a
sampling line. The GCMS instruments must be fixed in a single
ruggedized container. The GCMS, excluding power source, must weigh less
than 300 pounds and be portable by two marines. The GCMS must be
powered by a battery, diesel generator, or other independent power
source weighing less than 200 pounds. The GCMS must feature simplified
operation procedures to allow non-technical operators to effectively
use the equipment. The GCMS should be independently tested for safe
operation and detection capabilities. This procurement is following a
Non-Developmental Item/Commercial Off The Shelf strategy. All requests
