synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. The solicitation number is
53SBNB760256 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
The standard industrial classification (SIC) code is 3823, and the
small business size is 500 employees. The contract line item number
(CLIN) and item, quantity and unit of measure is: CLIN 0001 is a
quantity of 1 each Irradiator Control System for 100/320 X-ray System
to include a Control Panel and Computer controller for irradiators
which includes: Control panel with E-stop, Expose, Return, and power
switches; Racks or 24 input and 24 output modules and junction blocks
and cable connectors; Interface block for all stepper motor
connections. A computer system with 150 MHz Pentium processor; 16Mb of
RAM; 2 serial and one parallel ports; 1.44 Mb 3.5" floppy disk; 1.2 Gb
hard drive; tape backup; video card; 17" SVGA color monitor and
keyboard; National Instruments Model PCI-GPIB GPIB card; National
Instruments Model DIO-24 digital input/output card (Qty. 2); nuLogic
model spStep-N4CL stepper motor indexer card (Qty. 2) and National
Instruments Model PCI-MIO-16XE-50 analog input card. CLIN 0002 is a
quantity of 1 each Hardware Modifications to existing irradiator

CLIN 0003 is a quantity of 1 each Automated Irradiator Software,

System for Wide Angle Free Air Chamber system including a control panel
and computer controller for irradiators includes: Control panel with
E-stop, Expose, Return and Power switches; Racks for 24 input and 24
output modules; Junction blocks and cable connectors; Interface block
for all stepper motor connections. Computer system with 150 MHz Pentium
processor, 16 Mb or RAM; 2 serial and 1 parallel ports; 1.44 Mb 3.5"

quantity of 1 each Automated Irradiator software, modified to work with
existing irradiators. CLIN 0008 is a quantity of 1 each Automated Free
Air Chamber including: Fabricate a new variable volume free-air
ionization chamber adding automation; 2-axis automatic control of front
and rear face of chamber; Manual adjustment of chamber in relation to
iodine seed; Automatic filter wheel assembly; New stand to hold
chamber, filter wheel, and voltage divider. CLIN 0009 is a quantity of
1 each Enhancement of All Systems: Enhancements of hardware/software
to have control systems fully comply with existing procedures and
methodology including: Development of automatic sequences to match
calibration procedures; Link to existing pressure and temperature
sensors, Record data to database; Establish a new database; Format
records to work with existing procedures; Develop report generation
format to match calibration procedures; Install equipment and software;
communicate with barcode readers; Test all systems for proper
operation; Supply complete documentation; One week of on-site training
for operation, to include trouble shooting and maintenance; One year
warranty. CLIN 0010 is a quantity of 1 set of Operator's Manuals for
each irradiator control, installation, maintenance, software users and
component manuals and parts list. The National Institute of Standards
and Technology (NIST), intends to negotiate with Hopewell Designs,
Inc. 1925 Grassland Parkway, Alpharetta, GA 30201 on a sole source
basis to acquire a Irradiator Control System. Hopewell Designs, Inc is
the only source that can provide the following specifications: The
system shall interface with government owned equipment and include both
hardware and software. The LabVIEW data acquisition package from
National Instruments, shall be used for system control in order to
maintain compatibility with the software subroutines already in
existence. The Government requires the contractors to be a National
Instruments ALLIANCE member which demonstrates a certain proficiency
with the LabView software. Hopewell Designs, Inc shall provide
complete, modifiable LabVIEW code that will work with the existing
irradiators and safety interlocks, and duplicate the existing
methodology of performing irradiations, calibrations, testing and
report generation. The system shall include a system manager database
or table that will include specific information for each irradiator
system. The information will be used by the software to control the
irradiators to generate the appropriate NIST radiation quality. The
activation of the irradiators will require the control of 24 volts or
115 volt solenoids to allow air pressure to position a shutter to the
exposed position. The systems shall AOPEN and ACLOSE the shutters of
the irradiators as necessary and communicate with following Keithley
electrometers: 616,617, 642,6512 and 6517 which measure ion chamber
charges to determine the air-kerma delivered and monitor the x-ray
beams while the irradiators are in the exposed condition. Limit
switches on the shutters will be monitored to determine if the shutters
are in the exposed position and to control warning lights. The software
will be capable of calculating irradiator air-kerma rate using the
appropriate parameters for the NIST standards and ionization chambers.
The control of the x-ray irradiators will require communication with
the x-ray control panels and the remote adjustment of the x-ray tube
high voltage, and current, in addition to controlling the NIST beam
aperture and filter wheels in order to generate a specific type and
strength of x-ray beam (NIST x-ray beam code). The system shall include
links to existing and future database such as FOXPro or ACCESS and also
allow the data to be saved in a spreadsheet for analysis, reports, and
transferring to other systems. The types of information saved will
include, but is not limited to, NIST beam code identifier, date/time,
irradiator identifier, information from the system manager database
used to generate the irradiation/calibration/test, pressure,
temperature, and identification of the instrument being
irradiated/calibrated. Hopewell Designs, Inc. shall provide interfacing
to atmospheric pressure instruments and temperature, indicators that
can be monitored by the workstations in order to calculate the
appropriate irradiations/calibrators. The software will include links
and expansion capabilities that will allow the addition of linear
positioning capability for each irradiator. Hopewell shall provide
National Instruments DIO-24 and GPIB cards for each computer for
irradiator control and monitoring and electrometer communication.
Hopewell Designs shall provide required software and links for pressure
and temperature monitoring. The control panel (vendor supplied) will be
mounted with the computers and include emergency stop, expose, source
return and power switches as well as the racks for input/output
modules, junction blocks and cable connectors. Required delivery,
installation of equipment and software, acceptance testing and on-site
training to include trouble shooting and maintenance within 90 days

Offerors -- Commercial, applies to this acquisition. Hopewell Designs
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
