combined synopsis/solicitation for a commercial item prepared in
accordance with the format in Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number for
this Request for Quote is N00244-97-Q-A699. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 46. This solicitation is issued on an unrestricted
basis, under Standard Industrial Code 2812 with a small business
standard of 1,000 employees. FISC San Diego has a requirement for the
following: Bulk delivery of Liquid Chlorine (sodium Chlorite, 12%) and
HCI Muriatic Acid for one base year and two option years. CLIN 0001:
21,000 gallons of Liquid Chlorine (sodium Hypochorite, 12%) Bulk
Delivery 7,000 gallons per year per location. Delivery to be on demand
for Government owned swimming pools at the following locations. Naval
Station, Field House Pool, Bldg 3279, San Diego, CA 92136, Naval
Station, Naval Station Pool, Bldg. 153, San Diego, CA 92136 and Admiral
Baker Field, Mission Gorge Pool, Mission Gorge Road, San Diego, CA.
CLIN 0002: 42 Cases of HCI Muriatic Acid per year, 4 gallons per case,
delivered on demand to Naval Station, Field House Pool, Bldg 3279, San
Diego, CA 92136. Your proposals should cover cost of material,
delivery, tank refills and any other associated charges. Contractor is
not to exceed the specified amount of Liquid Chlorine or Muriatic Acid
with the exception of the variance specified in the variation clause.
All attempts are to be made not to exceed the amount specified.
Contractor will be required to deliver the material within a three (3)
day time frame after phone request. Contractor will be required to
provide a Material Safety Data Sheet (per STD-313) to each delivery
site upon first delivery. Acceptance shall be made at destination. The
provision at FAR 52.212 1, Instructions toOfferors Commercial Items
applies. Offerors are required to complete and include a copy of the
following provisions with their proposals: FAR 52.212 3, Offeror
Representation and certifications Commercial Items. Clause 52.212 4,
Contract Terms and Conditions Commercial Items, applies as well as the
following addendum clauses: FAR 52.211 5, New Material; FAR 52.211 7,
Other Than New Material, Residual Inventory, and Former Government
Surplus Property. The clause at 52.212 5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders Commercial Items
applies with the following applicable clauses for paragraph (b): FAR

252.212 7001, Contract Terms and Conditions Required to Implement

Commercial Items, applies with the following clauses applicable for
paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of
Payment Program; and DFARS 252.225 7012, Preference for Certain
Domestic Commodities. FAR 52.223 Hazardous Material Identification and
Material Safety Data, FAR 52.237-2 Protection Of Government Buildings,
Equipment, and Vegetation, DFAR 252.223-7001 Hazard Warning Labels. FAR
52.217-5 Evaluation of Options, FAR 52.217-8 Option to Extend Services,
FAR 52.217-9 Option to Extend the Term of the Contract. FAR 52.222-41
Service Contract Act, FAR 52.222-42 Statement of Equivalent Rates for
Federal Hires, FAR 52.222-43 FAR :52.222-44 Fair Standards Act and
Service Contract Act-Price Adjustment. Any contract awarded as a result
of this solicitation will be a DO-rated order certified for national
defense use under the Defense Priorities and Allocations System. The
government intends to make a single award to the responsible offeror
whose offer is the most advantageous to the government considering
price and price related factors. Provision All responsible offerors are
to submit current pricing, delivery time, payment terms, cage code,
Duns/Bradstreet number, TIN, and all applicable specifications
regarding this solicitation. Also required are copies of applicable
commercially published price lists pertaining to your companies'
products that meet the specifications. Quotes must be received no later
than 3:00 PM, local time, 9/8/97 and will be accepted via fax
