Aeronautics and Space Administration (NASA) is seeking expressions of
interest from industry or Government organizations regarding their
capability to provide launch services for the NSCAT Replacement
Mission. The recent failure of the ADEOS spacecraft with the NASA
scatterometer (NSCAT) instrument on board will result in an impact to
weather forecasting capability unless a replacement spacecraft can be
launched no later than November 30, 1998. Required launch service
support may involve either a shared or dedicated launch of a spacecraft
with mass of 400 to 700 kg (not including vehicle attach hardware). The
minimum volume envelope required is estimated to be 112 inches high and
has an approximate diameter of 54 inches. The preferred orbit is a
circular, sun-synchronous orbit of 803 km altitude; however, orbits as
low as 640 km altitude and greater than 85 degrees in inclination may
be acceptable. Launch must occur no later than November 30, 1998.
Parties possessing the capability to launch this mission are invited to
submit a capabilities statement describing their approach, experience
with launch systems, the proposed launch system, and the capability of
that system to meet the above requirements relative to spacecraft
mass, volume, orbit, and launch schedule. This is a request for
information only and should not be construed as a commitment by the
Government to enter into a contract for the above described launch
