Woods, 301-443-0043 The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals from organizations qualified to conduct the 1999 through 2003 National Household Surveys on Drug Abuse (NHSDA). The proposed 7 year contract incorporates two possible sample designs. A decision on the design to be used will be made at a later date. Design 1: Conduct data collection using a 50-state/model-based (plus the District of Columbia) design, capable of producing reliable state drug use prevalence estimates. Approximately 75,000 interviews will be completed annually (93,000 with split-samples in 2000 and 2001). Design 2: Conduct data collection using a national sample plus state-based samples for California and Arizona. Sample size will total approximately 25,000 each year, except during a split-sample in 2000 (approximately 37,000). The survey methodology includes person-to-person interviews with selected respondents at their place of residence. Each selected household is screened for household members eligible for a voluntary interview. This proposed procurement will use a paper and pencil (PAPI) questionnaire and either PAPI or electronic screening in 1999 and 2000. Computer Assisted Personal Interview/Audio Computer Assisted Self Interview (CAPI/ACASI) instruments will be used partially in 2000 and 2001, with electronic instruments exclusively in 2002 and 2003. The contractor will be provided CAPI/ACASI software for use in a pretest in 1999. Survey response rate specifications are: minimum screening response rate of 96 percent; interview response rate of 80 percent. The scope of work includes all tasks necessary to design and conduct five complete surveys, including sample design, sample selection, field data collection, data processing, data analysis, production of data files, and production of publishable reports. Specifically, the offeror must possess the capability to: design and implement a large, complex national sample, meeting minimum specified precision requirements; hire, train, and maintain a field staff sufficient to complete a minimum of 75,000 interviews each year (under Design 1); process and analyze all collected data; and produce publishable reports on survey results. The proposed project is contingent upon receiving OMB clearance and sufficient funding prior to each data collection cycle. The estimated date for issuance of Request for Proposals (RFP) No. 283-98-9008 is September 9, 1997, and proposals are due to be received in the Contracts Office 75 calendar days thereafter. The RFP may be obtained in either of two ways: electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1-800-424-2294 (8,N,1), or by mail. Files will not be made available on the BBS until on or after the estimated issuance date. Download instructions are posted on the BBS. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail, or check the BBS regularly for amendments which will also be posted there and can be downloaded electronically. You may choose either method for obtaining amendments. Not, however, that if you rely on the BBS for obtaining amendments, we do not assume responsibility for assuring that you have downloaded these amendments. Requests for copies of the RFP to be mailed must be made in writing or by facsimile (301-594-2336) and will be honored if received within twenty calendar days after issuance of the solicitation. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
