The services will include a cost of service and retail rate unbundling analysis for all of the participants in the local customer base supported by Western Area Power Administration; development of activity-based accounting procedures for the same participants; and periodically provide training in the use of analysis tools for these same participants. This will be a simplified acquisition with a base and two option years. All rsponsible sources may respond to the synopsis and all such responses will be fully considered. No request for quote (RFQ) is available at this time; therefore, all information submitted must contain sufficient technical data to demonstrate the respondent's capability to meet the requirements.
