Performance is 365 days. Two one-year options may be awarded. SIC 8712
FEE $2.5M. Architect-Engineer Service -- Indefinite Delivery Contract
for fiscal years 1998, 1999 and 2000 Multidiscipline Projects for the
Air Force Materiel Command Civil Engineer (CE) located at
Wright-Patterson Air Force Base, Ohio. Period of performance is 365
days. Two one-year options may be awarded. Multiple awards may be made.
To support the CE Command Staff, the scope of the projects will include
design and economic analysis, construction drawings and specifications,
comprehensive planning, physical and historical profiles, environmental
protection, natural resources, transportation planning, pamphlets,
brochures, software integration, and the development of technical
engineering management training tools. Expertise in the following areas
is required; utility systems, energy, fire, life, safety, quality of
life, facilities excellence, short/long range planning, air
installation compatible use zone, cost estimating, bid scheduling,
graphical design, software integration, and surveying of buildings for
asbestos containing materials including sampling, testing and
abatement design. Other services shall include rendering and modeling
of building projects, architectural photography, interior design
consulting services, marketing services, graphic design services,
classroom instruction, and training plan development. Site visits and
investigations to various HQ AFMC installations will be required. The
ability to integrate commercially available engineering data management
software tools will be compatible with existing Civil Engineering
System (ACES) is required. In addition to the standard hard copy
drawings, the Architect-Engineer (A-E) shall be required to produce
digitized design documents compatible with Intergraph's Interactive
Graphics Design Software (IGDS) format in compliance with the AFMC CADD
Standards Manual. The significant evaluation factors to be used in the
selections process in order of importance are as follows: (1)
Specialized Experience in designing projects and preparing studies with
multidiscipline abilities; (2) Professional Qualifications of the staff
to be assigned to this project in the architectural, electrical,
civil/structural, environmental and mechanical disciplines; (3)
Professional Capacity of the A-E firms to accomplish the work within
the anticipated schedule (4) Past Performance of the A-E firms with
respect to the execution of DOD and other contracts; (5) Location of
the A-E firm in the general geographic area as many site visits will be
required; (6) Volume of work previously awarded to the A-E firm by DOD
with the object of effecting an equitable distribution of DOD
contracts among qualified A-E firms; (7) Ability of the A-E firms to
incorporate existing software into users needs and capabilities, and
(8) The project Manager's qualification and experience in the assigned
projects under this contract. A maximum of two contracts, with the
option of selecting onlyone contractor, will be awarded in this
contracting action. Performance period will be 365 days from the
contract award date, with an option to extend for two periods of 365
days each. The limit for each task order is $299,000 and the total
contract limit is $750,000 per contractor for each 365 day performance
period (same dollar amounts apply to the option years). A-E firms
desiring consideration should only submit a SF 254 and 255, not to
exceed 200 pages total. Responses received by 4:00 PM on 06 Oct 97 will

Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
