This is a notice of intent to award a firm-fixed price contract to Los Angeles Cellular Telephone Company for Cellular Telephone Service on approximately 125 Government-owned cellular telephones with an estimated 30 additional Government-owned cellular telephones to be added at a later date. Cellular telephone service will be required for a base period of one year with four one-year option periods. The base period will be from 01 October 1997 through 30 September 1998. Services required will be Access to Air-Time during peak and off-peak times for local, long distance and international calls; Roaming services during peak and off-peak times for local, long distance, and international calls; deaf and hearing impaired equipment if requested; and emergency 911 service. All services shall have the availability of calling features such as call forwarding, call waiting, and conference calls. All services shall have the availability of calling restrictions such as local service only, incoming only, outgoing only, and 900/976 blocking. Service shall provide mobile hold service. Contractor shall provide billing directly with their local and long distance providers, and shall bill directly from contractor to Government. In addition, the Government will require the ability to add and terminate cellular telephone service on any phone during the contract term. All responses from responsible sources will be fully considered. No solicitation document exists and no telephone inquiries will be accepted. Written responses, to include prices and technical data sufficient enough to warrant comparison of a source more advantageous to the Government is available, must be received in this office by the close of business, 4:30pm, Pacific Standard Time, 15 September 1997. If no responses are received, an award will be made to the contractor as stated above, on or about 01 October 1997. All responses must state that the vendor is not currently on the List of Parties Excluded from Federal Procurement or Nonprocurement Programs or on the List of Contractors Indebted to the United States or otherwise be ineligible to receive Government Contracts.
