slinde@aphis.usda.gov. The USDA, Animal and Plant Health Inspection
Service (APHIS), Plant Protection and Quarantine, in Waimanalo, HI has
a requirement for the re-coiling of twoYork chillers. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation:
proposals are being requested and a written solicitation will not be
issued. This solicitation document and incorporated provisions and
clauses are those in effect through FAC 90-46. This procurement is 100%
set aside for small business under SIC code 7623. Two York chillers
require the coils to be replaced on site at USDA, APHIS, PPQ, 41-650
Ahiki St., Waimanalo, HI. The York chillers are Model YCAI1646C, free
standing, 300 ton units. These units contain R22 refrigerant which must
be recovered in accordance with any EPA requirements. The new coils
will have protective epoxy dipped coating or equivalent phenolic
coating. After new coils are installed, the contractor will perform the
standard leak checks, recharge the units and bring the units back on
line. The contractor shall accomplish the effort within one week from
start to finish on each unit. Only one unit will be taken down at a
time. The testing and bringing back on line shall be completed before
effort starts on the second unit. The contractor is to contact Gordon
Thacker to determine availability of each unit for recoiling prior to
starting work. Delivery is f.o.b. destination to USDA, APHIS, PPQ,
HFFF, 41-650 Ahiki Street, Waimanalo, HI 96795-1524. Delivery is needed
as soon as possible but no later than December 15, 1997. The following
FAR provisions apply to this procurement; 52.212-1, Instructions to
Offerors, Commercial Items; 52.212-2, Evaluation Commercial Items;
52.212-3, Offerors Representations and Certifications -Commercial Items
(copy to be included with offer); and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. Each bid must specify the (1) quantity, (2)
description, (3) price and (4) technical write up regarding the
recoiling process in enough detail to assure we can determine the
capability to perform the work. The standard commercial warranty is
applicable to this procurement. Award will be made to the lowest priced
responsive responsible offeror. Proposals are due by 4:30 p.m.
