This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to support the development, preparation and dissemination of a major monograph on cultural and linguistic competency in health care for Hispanic/Latino populations living in the continental United States and associated jurisdictions. The contractor shall: prepare an outline and marketing plan; prepare in draft and final versions a) the monograph, b) journal articles, and c) newsletter articles; and prepare and coordinate press releases. The COSSHMO, National Coalition of Hispanic Health and Human Services Organizations is deemed the only responsible source capable of providing the required work and services.
