This is a combinded synopsis/solicitation which will be accomplished in
accordance with the Simplified Acquisition Procedures, Federal
Acquisition Regulation (FAR), Issued June 1997. The associated standard
industrial classification code (SIC) is 7381, size standard $9 million.
This is a 100% small business set-aside. This announcement consititutes
the only solicitation: quotations are being requested and a written
solicitation package will not be issued. Solicitation 97-Q031 is issued
as a requotations (FRQ). All references to "offers" are understood to
be "quotations". The solicitation document and incorporated provisions
and clauses are those in effect as of the FAR, dated June 1997. Award
will be made to one offeror who fully meets the requirements. This is
a fixed labor hour rate action. Services shall be required on or about
10/01/97 through 09/30/98, hours between 6:00 A.M. and 6:00 P.M.
E.D.T., Monday through Friday on an as need basis. Location, U.S.
Secret Service, 1800 G Street NW, Washington DC. CLIN-0001, The
services required shall include Questioned Document analysis using U.S.
Secret Service established protocol. Comparison and indentification of
handwriting in a timely manner. The term "timely" is based on the work
product of existing examiners and varies based on the individual
complexity of the examination on hand. Generally the rule dictates that
each assignment shall be completed in less than three hours and a
minimum of 2.5 assignment should be completed in any eight hour period.
The resultant Contractor shall have a minimum of ten years of
experience, and shall be able to pass a full top secret clearance. This
requirement is restricted to the Washington DC Metropolitan areas. All
responsible offerors should respond. The Government intends to award
a contract, to the responsible offeror whose quotation conforming to
the solicitation will be most advantageous to the Government. The
Government anticipates an award on or about 09/30/97. No telephone or
FAX requests will be accepted, onlywritten responses will be
considered. Proposals shall be submitted to: U.S. Secret Service,
Procurement Division, Suite 730, 1310 L Street NW, Washington DC 20005,
Attention: Nellie A. Potocki-Reeves, no later than 3:00 P.M., E.D.T.,
