The United States Department of State, Bureau of Finance and Management Policy, Office of International Financial Services, Financial Service Center, Charleston (FMP/F/IFS/FSC/C) has a requirement to procure a foreign currency purchasing system. The Department intends to acquire the use of a currency purchasing system that shall be leased from an outside contracting source (hereinafter known as "the contractor"). This system shall be installed at the Department of State's (DOS) Charleston Financial Service Center (CFSC) which is located in Charleston, South Carolina and shall include hardware terminals, dedicated leased circuits, maintenance and on-site user training. The system shall have the capability to put the Department of State's employees, representatives, and agents into direct contact and to conclude transactions with any bank worldwide that is involved in foreign currency sales operations in the electronic and telecommunications market place. The system must allow DOS' currencyspecialists to review foreign exchange rate fluctuations and to buy or sell foreign currencies at rates that are the most beneficial to the U.S. Government. In addition, there shall be no system constraints to purchasing a base year and four option periods of one year.
