POSITIONING SYSTEM USER EQUIPMENT -- The Global Positioning System
(GPS) Joint Program Office (JPO) will be hosting a Selective
Availability Anti-Spoofing Module (SAASM) summit on 18-20 Nov 97 at the
Aerospace Corporation, Building A-8, Basement in El Segundo, CA.
Government and industry participation must be approved through the GPS
Joint Program Office (JPO). The GPS SAASM will be the next generation
Precise Positioning Service (PPS) security module. The SAASM will be
a single tamper-resistant multi-chip module (MCM) that incorporates all
GPS selective availability (SA), anti-spoofing (AS), and electronic
keying functions for PPS Host Application Equipment (HAE). The SAASM
will protect all classified GPS algorithms, data, and associated timing
used to derive the GPS PPS position-velocity-time (PVT) solution. The
SAASM will provide a means for customization of application specific
hardware and software. Application specific requirements will be
defined either by the SAASM or HAE developer in compliance with

An Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
