COMMERCE BUSINESS DAILY ISSUE OF AUGUST 27,1997 PSA#1918PUBLIC REQUEST FOR TECHNICAL INFORMATION ON AIR FORCE TECHNOLOGY AREA
PLANNING (TAP) IN SUPPORT OF MISSION AREA PLANS (MAP). The Air Force
Research Laboratory, Phillips Site, Kirtland Air Force Base, NM invites
interested representatives from industry to join us in support of the
TAP and MAP process for FY2000. Information provided will form the
basis of government space concept and technology recommendations for
inclusion in the Air Force Science and Technologies Program Objective
Memorandum (POM), AFSPC MAP, AFSPC modernization planning and AFSPC
POM. The goals/objectives for the SPR are to: a. Provide PL
directorates and industry with an understanding of user deficiencies
and technology requirements. b. Specifically identify prioritized
mission area deficiencies and most favored system concepts/tech needs
that satisfy the deficiencies. c. Provide industry the opportunity to
understand customer technology requirements and adjust long term IR&D
planning. This year's one and a half day format will be devoted to both
space and non-space mission areas. Representatives from AFSPC/XPX and
SMC/XR will present asummary status of the space mission areas on Day
1. Representatives from ASC, ESC, ACC, and AIA will present areas of
interest to PL technical directors on Day 2. We hope to gain some sense
of priority among mission area deficiencies as well as potential system
concepts and technology needs from development planners. The emphasis
on the Strategic Planning Review (SPR) is on technology planning. At
the SPR, user and major command planners will present the prioritized
mission area deficiencies, solution requirements, concept descriptions,
and technology needs. It is requested that industry attendees be the
engineers and scientists involved in your company's technology programs
and planning. These participants should be knowledgeable of and able to
understand the technical issues. This review is for information only,
NOT A REQUEST FOR PROPOSAL, and as such does not commit the government
to pay for any costs incurred. THIS IS A PLANNING PROCESS AND IN NO
WAY IS TO BE CONSTRUED AS A SOLICITATION. As always,contracting
opportunities resulting from this planning are presented during the 98
PL Briefing For Industry (BFI). The Strategic Planning Review will be
held on 25 and 26 September 1997 at the Phillips Site Conference
Center, Kirtland AFB, New Mexico. Briefings will provide an overview
which covers the following topics: Mission Planning Process 1998 MAJCOM
Planning Schedule Modernization Planning Process For Each Submission
Area Concept of Operation Deficiencies, Solutions & Concepts Roadmap
Mission Needs Analysis Results Advanced Technology Demonstrations
Prioritized Deficiencies Constraints/Issues Development Plans from a
large variety of Mission Areas relevant to Phillips Site will cover the
following topics: Mission, List of Deficiencies, Concept of Operations,
Proposed System Concepts/Solutions, List of Technology Needs, 25 Year
Roadmap. The draft agenda is attached. The registration fee is $6.00
and should be paid by check to Strategic Plans Division. This
