Y -- SYNOPSIS FOR SOLICITATION OF TASK ORDER CONTRACT FOR CONSTRCUTION OF FACILITIES AT 126TH AIR REFUELING WING, SCOTT AFB, ILLINOIS SOL DAHA11-97-R-0007 DUE 091297 POC Contract Specialist Sharon G. Star FAX (217) 761-3665 or 3552 (Site Code DAHA11) This is a synopsis for a multiple award Task Order Contract (TOC). The TOC will be a multi-discipline, construction contract for the relocation of 126 Air Refueling Wing from O'Hare IAP to Scott AFB, IL. TOC will be awarded for similar construction services to two or more sources. Awards shall be made to the most qualified firms based on predetermined evaluation criteria. Potential construction projects are: (1) Demolition, Construction and Alteration, of Office and Industrial Buildings(SIC 1541,1542); (2) Demolition and Construction of New Aircraft Pavements and Concrete Projects (SIC 1611); (3) Demolition and Construction of Utilities Infrastructure and Roads (SIC 1623); (4) Construction and Alteration of Petroleum and Fuels Facilities (SIC 1791. The TOC will be for a period of two (2) years with two (2) option years. Construction projects are anticipated to start Feb 98 and continue through Dec 99. Source selection procedures in accordance with FAR 15.6 and DFARS 215.605 will be utilized for award of the TOC. The estimated magnitude of construction is greater than $50,000,000.00. Task order s shall not exceed a cumulative amount of $30 million to any one contractor; and no individual task order shall exceed $15 million. The stated minimum is expected to be not less than $10,000.00. Technical proposals and Contractor Pricing System Data will be required. Evaluation criteria for selection of TOC awardees, in descending order of importance, are: (A) Company Experience and Past Performance; (B) Project Management Ability (Key Project Management Staff, Quality Control Plan, Financial Capability, Technical Support Staff; (C) Subcontract Management, Identification of Key Subcontractors, Purchasing System/Level of Subcontracting; and (D) Evaluation of Contractor Pricing System. Anticipated award is early November 1997. Once the TOC is awarded price proposals will be requested from the TOC contractors on individual task orders. Task orders will be issued to TOC contractors based on a combination of price and other factors showing best value judgments. Solicitation will be issued on or about 15 Sep 97. Pre-Proposal Conference is planned for 22 Sep 97 with proposals due 15 Oct 97. Interested concerns should request proposals in writing or by fax (217) 761-3665 or 3552, not later than 12 Sep 97. No telephone requests will be accepted. All responsible sources will be permitted to submit a proposal which shall be considered. This procurement is unrestricted. (0237)
