Vanderpoorten, (310) 363-6360 The NAVSTAR Global Positioning System (GPS) Joint Program Office intends to enter into a sole source modification to an existing contract with Rockwell Collins (Collins Avionics and Communications Division), Cedar Rapids, IA. The purpose of this modification is to purchase 1,200 to 6,000 Precision Lightweight GPS Receivers (PLGRs) -- part number (P/N) AN/PSN-11(V)1, and associated accessories. Accessories include: personnel case; operations and maintenance manual; memory battery; helmet antenna; installation mount; external power cable; remote antenna with mount; RA cable; PLGR-PLGR cable; RS422/RS232 adapter; PLGR-PC cable; PLGR-Havequick cable; PLGR-Sincgars cable; AA battery holders. This one time purchase would take place no later than 30 September 1997 with deliveries to begin on 31 March 98 and be completed by 31 March 99. Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract type is Firm-Fixed Price. The procedures at FAR 13.6 will be used for this acquisition. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman should only be contacted with issues or problems that have not been previously resolved at that level. The Government will not pay for any effort expended in responding to this notice. The Government has been contracting with Rockwell Collins (CACD Division) for the PLGR since March 1993.
