This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DAKF23-97-R-0217 and is being issued as a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The SIC code is 3663/750 employees. The requirement consists of CLIN 0001 for 12 each, Trivec-Avant Corporation X-Blade Antennas, Part Number AV-2090-4. The equipment will be installed on a UH-60 Blackhawk helicopter used with the AN/ASC-15C(V3) Command and Control Console System. The minimum salient characteristics are: 1) Must be able to provide simultaneous SATCOM (satellite high angle converge) and standard LOS (line of sight, low angle satellite, air-to-air, or air-to-ground) communications; 2) Must be approved for rotary wing aircraft installation and meet standard MILSPEC/MILSTD; and, 3) Meet the following characteristics: 1) Frequency High/Low Angle: 225 to 400 Mhz; Polarization Low Angle -- Right Hand Circular, High Angle -- Vertical Linear; Gain High Angle -- +8 dbic @225 to 400 Mhz, Low Angle -- +3 dbic @225 to 400 Mhz; Axial Ratio 3 db at half power points; VSWR High Angle -- 1.5:1 MAX, Low Angle -- 2.7:1; Isolation 25 db MIN; Connectors N Female High Angle, TNC Female, Low Angle. Delivery required is 60 days ARO, Fort Campbell, KY, f.o.b. destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Proposals will be evaluated based on technical quality, delivery and price with all factors being equally important.
