its intent to issue a directed sole source procurement to Systems
Design & Integration Inc. under authority of FAR 6.302. This
procurement is set aside for small business. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
ONLY solicitation; quotes are being requested and a SEPARATE WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is
N00244-97-Q-A750. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46 and Defense Acquisition Circular 91-11. The standard
Industrial code is 7382 and the business size standard is $9 million
dollars. The agency need is for twenty-four different items for an
existing government owned security system. The first item (clin 0001)
is one (1) each circuit card for the 1088++ 10BaseTworkstation, P/N:
17-000-02, this circuit card will interface the three major systems
sections of the security system (IDS, Video Graphics and Badging). The
second item (clin 0002) is four (4) each circuit cards that will
interface the IDS server with the card readers and alarm points, P/N:
20-206-01. The third item (clin 0003) is four (4) each circuit cards
that will communicate between the server and the above circuit card,
P/N: 20-207-01. The fourth item (clin 0004) is twenty-six (26) each
circuit cards so the alarm system units can communicate with one
another, P/N: 20-207-02. The fifth item (clin 0005) is seventeen (17)
each alarm access devices' to interface two card readers with six
supervised inputs and six outputs, P/N: 20-201-01. The sixth item (clin
0006) is seven (7) each alarm monitor device's which will monitor
sensors and respond to override signals from item 0002 above, P/N:
20-202-01. The seventh item (clin 0007) is five (5) each expansion
monitor device's which is the daughter board to item0006 above and
expands the number of inputs that can be supervised from twelve to
thirty-two, P/N: 20-203-01. The eighth item (clin 0008) is twenty-seven
(27)each a magnetic card readers which provides or denies access to
areas based upon the code imprinted on the security badge, P/N:
20-250-01. The ninth item (clin 0009) is five (5) each access card
readers which provides the same access control as clin 0008, but also
provides added security by requiring the entry of a Personal
Identification (PIN) before entry is allowed, P/N: 20-250-02. The tenth
item (clin 0010) is two (2) each additional line handlers which will
provide the communications link between the server and clin 0002, P/N:
17-118-01. The eleventh item (clin 0011) is one (1) each remote
satellite terminal which allows the system administrator to be on line
performing system maintenance without disabling the IDS, P/N:
17-101-01. The twelfth item (clin 0012) is one (1) each 1088++
workstation software is system operating software which is installed on
the server, P/N: 17-112-01. The thirteenth item (clin 0013) is one (1)
each 8 port controller which is required for interface between the
server, clin 0002 and the color graphics workstation, P/N: 70-205-02.
The fourteenth item (clin 0014) is one (1) each 1088++ software license
which is for clin 0012, P/N: 17-100-01. The fifteenth item (clin 0015)
is one (1) each 1088++ tape backup software which makes backup copies
of the IDS configuration and the security data base, P/N: 17-110-01.
The sixteenth item (clin 0016) is two (2) each 1088++ operators manuals
which explains how to operate the 1088++ software, P/N: 17-901-01. The
seventeenth item (clin 0017) is one (1) each 1088++ installation &
maintenance manual which explains the proper installation technique,
provides the original light off instructions and tests for each of the
SDI circuit cards, P/N: 17-901-02. The eighteenth item (clin 0018) is
one (1) each color graphics subsystem software which provides a
graphical representation of the facility with all alarm points
indicated, P/N: 18-100-01. The nineteenth item (clin 0019) is two (2)
each color graphics subsystem (CGS) manual which explains the
installation and operation of the CGS, P/N: 18-900-01. The twentieth
item (clin 0020) is five (5) cases of magstrip cleaning card to clean
the magstrip card reader which is required preventative maintenance,
P/N: 20-900-00. The twenty-first item (clin 0021) is one (1) each
signature capture device which captures the signature of the badge
holder which can later be brought up on the security monitor for
comparison and can be imprinted on the security badge, P/N: 19-250-01.
The twenty-second item (clin 0022) is one (1) each software package
which is used to interface the video capture system (clin 0024) with
the 1088++ server and the CGS, P/N: 17-105-01. The twenty-third item
(clin 0023) is one each copy of Microsoft Visual Foxpro software which
the security database and the IDS configuration are stored in, P/N:
19-100-01. The twenty-fourth item (clin 0024) isone (1) each video
badging system with a printer (VBS), this software/hardware package
interfaces with the 1088++IDS. The VBS system accepts the input from
the video capture system to generate the security badge. This system
captures the picture, signature, and the access data and then imprints
on a blank security access badge, P/N: 19-000-01. The above items are
to be delivered FOB destination to the Fleet Combat Training Center
Pacific (FCTCPAC) in San Diego CA. The provision at FAR 52.212-1,
Instructions to Offerors-Commercial Items applies. Addendum to FAR
52.212-1, Paragraph (b) (5): Offerors shall provide an express warranty
which at a minimum shall be the same warranty terms, including offers
of extended warranties, offered to the general public. Express
warranties shall be included in the contract. Offerors are required to
complete and include a copy of the following provisions with their
proposals: FAR 52.211-5, New Material. The clause at 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items applies with the following applicable clauses
for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR
52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37,
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items, applies with the following clauses
applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and
Balance of Payment Program; and DFARS 252.225-7012, Preference for
Certain Domestic Commodities. The government intends to make a single
award to the responsible offeror whose offer is the most advantageous
to the government considering price and price related factors.
Provision 52.212-2, Evaluation-Commercial Items, applies with paragraph
(a) completed as follows: Award willbe made to the offeror that meets
the solicitation's minimum criteria for the technical acceptability at
the lowest price. To be determined technically acceptable, the offeror
must furnish product literature that demonstrates the products offered
meet all requirements stated in the above purchase descriptions.
