Subject to final approval, the Bureau of the Public Debt, US Office of Special Counsel, intends to acquire, on a sole-source basis through Information Handling Services, the subscription, Personnet (PNET) Plus CD-ROM Service for a Novell Wide Area Network to include locations in DC, Oakland, CA and Dallas, TX. Services offered shall include the following databases: Federal Law/Regulations Library, Department/Agency Personnel Supplements, Classification/Qualification Standards Current and Historical (Revised and abolished documents), and Merit Systems Protection Board Decisions. Also included is the On-line Service used for current updates to the service until the next CD-ROM disc is updated. Services are for the period October 1, 1997, through September 30, 1998. All affirmative responses must be in writing, must be accompanied by sufficient documentation to clearly show compliance to all the above requirements, and must be received within 15 calendar days of this notice. NO SOLICITATION DOCUMENT IS AVAILABLE. HOWEVER, A COMPLETE BREAKDOWN OF THE DATABASES IN EACH OF THE ABOVE CATEGORIES IS AVAILABLE UPON WRITTEN REQUEST WHICH CAN BE FAXED TO (304) 480-6407. If no affirmative written response is received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through the proposed contractor, a sole-source award will be made.
