A requirements contract for lease & recycle of plastic media is contemplated. May result in multiple awards. Requires an EPA-approved recycle process, certification must be provided with proposal. Requires an acceptable market for the recycled end product. Failure to provide certification or acceptable market will make the bidder non-responsive. Lease of Plastic Media in significant quantities: Media shall be Type II 20/30 mesh sizes MIL-SPEC 12-15, to be delivered and picked up monthly or more frequently as usage requires. Type II is estimated to be 40,000 lbs. The contract (s) will have a one year performance period with option to extend four additonal years. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel.
