(DSCR), a major component of the Defense Logistics Agency (DAL), is
operating an Electronic Commercial Catalog (E-CAT) in an on-line
electronic catalog of off-the-shelf commercial items. The system
features items offered directly by vendors to customers. Seven vendors
(Ansley Business Materials, B&B Hose & Rubber Co., Inc., Downey, Inc.,
W.W. Grainger, Inc., Rayco Supply, Inc., 3M Federal System Department,
and Stanley Works) are currently operating under the E-CAT. This
initiative represents an opportunity for DSCR to provide its customers
with a viable alternative to local purchasing. Through the E-CAT,
customers are provided with the capability to identify, evaluate, and
order items which are shipped directly from the item supplier to the
customer. This approach yields benefits for all parties in that prices
compare favorably with ocal purchase prices, reduced logistics
response time, increased customer choice, elimination of second
destination charges, increased visiblity for supplier products, reduced
handling costs, and the ability to redirect skilled workforce resources
to complex procurement tasks. DSCR seeks additional vendors to
participate to include their items into the E-CAT. Vendors should meet
the following criteria: 1. Currently sell commercial items which are
routinely purchased by DLA and DLA's major customers (Army, Air Force,
Navy, and Marine Corps). 2. The items sold to DLA's major customers,
which are candidates for the E-CAT, should be listed in catalogs of
commercial items sold in substantial quantities to the general public.
3. In exchange for obtaining visibility to DLA's worldwide customer
market, be prepared to offer discounts on items sold through the E-CAT.
4. Be capable of using ANSI X12 transaction sets to include 810, 850,
855, and 997. Vendors may be required to accommodate ANSI X12
transaction sets 824 and 832. A preproposal conference is planned
shortly after issuance of the RFP and schedule details will be
