Protection is Agency, Office of Water, requires support services to
connected with the study, technical documentation, and regulation of
hazardous and toxic wastes from direct dischargers and sources
discharging into municipal treatment systems from the Energy and Mining
Industries. This effort will require the development of information
relating to applicable levels of technology by evaluating, documenting,
and verifying the full range of wastewater control and treatment
technologies that may be available to these industries, as well as the
development of cost data for alternative pollution control options
including pollution prevention options. The contractor must have a
demonstrated high level of technical expertise in the fields of
chemical, mining, petroleum, metallurgical, environmental, civil,
sanitary, and industrial engineering, and water pollution analysis and
control. The energy industries of Petroleum Refining and/or Steam
Electric Manufacturing are candidates currently being considered for a
rulemaking effort. The Agency may subsequently initiate rulemakings
under another of the energy and mining industries, or may support
industry studies to identify other industrial categories for which
rulemaking should be performed. It is anticipated that a cost plus
fixed fee/level-of-effort contract will result from the award of this
solicitation. The Government anticipates a maximum level of effort of
15,000 direct labor hours for an estimated eighteen month base contract
period. Six option periods will be included. Option periods 1 through
5 will be of a 12 month duration each, and are anticipated to contain
15,000, 10,000, 10,000, 10,000, 8,000 labor hours each. Option Period
6 is estimated to be of a six month duration and is estimated to
contain 4,000 labor hours. The Government also anticipates including
quantity options amounts of 30,000, 20,000, 20,000, 20,000, 20,000,
16,000, and 8,000 hours for the base period through option period 6,
respectively. The maximum estimated total potential level of effort for
the contract is 206,000 direct labor hours over 84 months. The
requirement will be solicited on a full and open competitive basis.
