services prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. Solicitation
No. DCA200-97-Q-0119 is issued as a Request for Quotations. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The contract line
item numbers (CLINs), descriptions and quantities are as follows: CLIN
0001, One 9751 Cabinet, Mdl 10, 12 months; One additional Cabinet, 12
months; Three hundred and thirty six Digital Voice/Data Ports, 12
months; Forty Analog Voice, 12 months; Sixteen Central Office Trunks,
12 months; Seventy-two T1/D3 Channels, 12 months; Twenty-four RP120, 12
months, Two hundred and seventy-nine RP240, 12 months; Four RP400, 12
months; One RP312, 12 months; Four RP624S, 12 months; Two Consoles, 12
months; One PhoneMail 7652 4 Channels w/disk, 12 months; Two
additional 4 Channel increments, 12 months; One additional Standard
Disk, 12 months; One Automatic Call Distribution, 12 months. Statement
of Work follows. 1. DESCRIPTION OF WORK: The contractor shall provide
all service labor, parts, materials, and transportation necessary to
perform preventive and corrective maintenance service for the Seimens
ROLM Computerized PBX Switch and associated equipment. The contractor
must provide minor corrective maintenance from 0800 to 1700, Monday
through Friday, excluding holidays and must provide major corrective
maintenance 24 hours per day, seven days per week, including holidays
at the Defense Megacenter-San Antonio, Bldg 200, 450 Duncan Drive,
Kelly AFB, TX 78241-5940. 2. DEFINITIONS: a. Preventive Maintenance:
All procedures designed to reduce failure and/or extend the useful life
of the system. Preventive maintenance will be performed according to
the procedures and at the frequency recommended by the ROLM Company. b.
Corrective Maintenance: Service provided to repair system problems. c.
Major Corrective Maintenance: Maintenance service requested for the
system when; 1) the attendant's console cannot place or receive calls;
2) a minimum of 20 percent of all telephone and data ports cannot
place or receive calls; and/or 3) a minimum of 20 percent of all trunks
are inoperative. d. Minor Corrective Maintenance: maintenance service
requested on the system for any reason other than those included in the
definition of Major Corrective Maintenance. e. Non-Routine Software
Moves, Adds, Changes (MACs): Trunking Revision, Route Optimization
Revision, Feature Table Revision, Automatic Call Distribution, Data
Comm, Class of Service. 3. GOVERNMENT RESPONSIBILITIES: The Government
shall perform first level troubleshooting prior to notifying the
contractor. The Government shall also perform all routing hardware and
software MACs. MACs will consist of revising, assigning and
interchanging telephone locations. 4. CONTRACTOR RESPONSIBILITIES: a.
The contractor must be certified as ROLM capable by the ROLM Company
and must be certified to perform maintenance of the ROLM PBX 9751 Model
10 System. The contractor shall also present proof of certification,
certifying personnel's attendance and successful completion of ROLM
approved or provided training. b. The contractor shall provide a local
POC or 1-800 number for placement of trouble calls. c. The contractor
shall provide one-hour remote response time after notification for
major corrective maintenance. The contractor shall provide remote
diagnostic capability (remote response) and repair when possible and
must also provide automatic dispatch of a Field Engineer when required.
d. If major corrective maintenance cannot be performed remotely, the
contractor must provide a four-hour, on-site response after original
notification. e. The contractor shall complete minor corrective
maintenance within 24 hours. f. The contractor shall provide preventive
maintenance according to procedures and at the recommended frequency of
the ROLM Company. Non-routine software MACs will be made by
modification to the contract after the approval of the Contracting
Officer. Service is required for the period of 1 Oct 97 through 30 Sep
97 with two one-year options to extend the term of the contract. The
following provisions and clauses apply to this acquisition: FAR

Offeror Representations and Certifications -- Commercial Items, (a
completed copy shall be included with all offers); FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items; FAR 52.217-9, Option to Extend
the Term of the Contract, Paragraph (a) -- 15 days, 60 days, Paragraph
(c) -- 36 months; FAR 52.232-33, Mandatory Information for Electronic
Funds Transfer Payment; and DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statues or Executive Orders Applicable
to Defense Acquisitions of Commercial Items. Responses will be due on
