D -- TECHNICAL SOFTWARE SUPPORT SERVICES SOL RFQ-97-0012 POC Dave Powery (202) 874-6977 Financial Management Services (FMS) intends to award to Peregrine Systems as a sole source of the proprietary software, a purchase order for technical support services in the implementation of servicecenter software products. I. INTRODUCTION The Platform Support and Management Division (PSMD) of the Financial Management Services (FMS) is responsible for defining, planning, developing, coordinating, implementing, and operating a fully functional data communications network for the benefit of FMS customers in processing critical financial data for the Federal Government. This network -- the FMSnet -- includes both Wide Area Network (WAN) and Local Area Network (LAN) functions and components. This network connects the FMS Regional Finance Centers (RFCs), the FMS Regional Operating Centers, various Federal Government Agencies (e.g. the Social Security Administration, the Department of State, the Veteran's Administration, other executive agencies), the Federal Reserve Banks and other FMS clients. The FMSnet encompasses thousands of hardware and software components which must be identified, protected, repaired, upgraded replaced, customized and otherwise managed on a continuing basis to insure that the FMSnet functions. The necessary management control and functionality is to be provided by a series of proprietary software application program sets called the Service Center Inventory and Change Management Modules. II. REQUIREMENTS Review and customize the currently installed modules providing an operational system to support the FMSnet. This process shall include: 1. Preparing an initial prototype of the proposed customized system for distribution and review with end users to insure that the end system is designed to met real world needs. This prototype shall be a minimal throw-away version with minimum amounts of data of the anticipated final system. 2. Establishing cross references between components to properly reflect the current and changing FMSnet set of component hardware and software 3. Documenting the recommended input procedures and formats. 4. Loading sufficient data to least demonstrate the proper operation of the customized software system. 3. Providing on-site support, training and as necessary, an overview briefing on the proper use of the customized software. III. CONDITIONS OF PERFORMANCE 1. Work will be performed at the FMS PSMD site (3700 E-W Highway Bldg, Hyattsville, MD. 20782 Building PG2) and will at this site utilize government supplied facilities and software (RISC/6000 processor using AIX 4.2 or later version as required) to accomplish the work. Contractor space will be provided at this site. 2. Contractor shall provide any necessary administrative, clerical and secretarial support and related supplies and materials necessary for completing this Statement of Work. 3. FMS will provide the necessary input data for entry into the prototype and final version of the customized Service Center System. 4. Travel is not authorized. 5. All ad hoc and scheduled meetings will take place at the Hyattsville site. 6. Work performed under this Statement of Work will be monitored and is subject to the approval of the FMS Lead Engineer. This means that prototype and final software modules and documentation will be reviewed and is subject to approval by the Lead Engineer. Deliverable documentation will be reviewed for quality, including clarity, grammar and spelling, and adherence to applicable FMS standards. The deliverables will be correct and complete. IV. DELIVERABLES 1. Software modules configured to support the agreed upon PSMD end user needs. 2. Documentation for the prototype and final Customized System including copies of the test materials. 3. All deliverables and related working papers become the property of the government. Contractors able to respond must provide technical evidence and pricing data.
